Strange Language behaviour.
Because of the way we are using Gemini and how our company works we need to change the labels at Gemini. In example we change Risk Level to Cost of Regress.
Our language settings at Gemini administration console is
Default Culture Name: en-US
Installed Languages: English|en-US
and our web.config says
<globalization culture="en-US" uiCulture="en-US" requestEncoding="utf-8" responseEncoding="utf-8"/>
To change the labels we changed the following file language\en-US\Resource.xml
However at this time when we changed that file no changes appeared at the website even restarting IIS.
I removed all language folders but that and I received a
Server Error in '/Gemini' Application.
error when accessing any Gemini web page.I restored the other language folders and check system log where I found the following error more than once.
Could not find a part of the path 'D:\Inetpub\wwwroot\gemini.digitalforces.com\Gemini\Gemini Web Application\Language\en-GB\Resource.xml'.

I changed en-GB language file and webpages were shown whith the proper values.
What I am doing wrong?
Changes at en-US used to work with previous versions. Why do I need to update en-GB?
