"Resource cannot be found" message when creating an issue

I have installed a new installation of Gemini and see the following every time I try to accept the entry of a new issue:  

The resource cannot be found.

Description: HTTP 404. The resource you are looking for (or one of its dependencies) could have been removed, had its name changed, or is temporarily unavailable. Please review the following URL and make sure that it is spelled correctly.

Requested Url: / issue/ViewIssue.aspx   I just recopied all the web files and am running version 2.0.5.  I can create users, log in, create projects, and otherwise navigate.  Any ideas what I'm missing?   Thanks,   Rick

Please check that the FullGeminiURL setting is set correctly in the web.config file.

Having the same problem.  I change the path from localhost for the issue link to the name of the site where gemini is hosted, and I still get similar errors. 

Can someone give us a hand with this?

What is the URL as in the address bar or IE?
