I get "Error 1" when I try to import a CSV file

Here's my file. It was an export of issues. I deleted all the lines except the first two, and shortened the text. I deleted the item number in case Gemini complained about duplication. There's a blank line between the lines, otherwise the two lines are concatenated.

The upgrade instructions specify that the database must be backed up.

Is that just a precaution, or does the upgrade cause all data to be lost? (I'm not a techie.)
