v5.1: Issue types - not all being migrated?

I have 28 different issue types with my v3.1, but after upgrading to 5.1, I only see a few standard process listed. Is that right not all of my issue types being migrated to 5.1?

All types are migrated please make sure that you have selected the migration template when viewing the processes.
