Setting up default Project alert settings for all users

In the documentation that shows how to set up projects specific alert settings for each user. Is there a way to set this up so that it has defaults for each project that the user can then tweak based on their role in the project or personal preferences? Here is the document i am referring to

In Gemini 5 we have change the alerts and notifications model. You are able to define views of data that you care about and push theses to other project members.
