Why the "add issue comment (optional)" link has been removed from "issue edit form" ?

This is because we have intoduced the quick comment on the view issue page.

it is not the same thing
w/ 227 version I edit the issue and add, in the same time, the comment (one step, one form)
w/ 304 version, I edit the issue and, w/ another form, add comment (two step, two form)
