Shift-Tab not active

In the project form and custom field form, for example, the shift-tab is not active.

Is it on the global admin screens? We can not seem to reproduce it.

Is a problem of windows live toolbar.
If windows live toolbar is active, the shift-tab is not active.
I've hide the windows live toolbar, and now the shift-tab is ok.
