Is it possible to have external users vote on issues?

I have a test client login and it can see the votes, however I dont get the link that allows for a vote...

Every user should be able to vote on an issue (not all can see the actual count).

Please make sure that the user has not voted before on the issue.

I am sure the user has not voted before, its a new user I just created. When viewing the issue I can see Votes: 0 and underneath that I have Edit, Comment, Delete, stop watching this issues, update issue description, and print friendly. this is where i would expect to see the "Vote" link which is not present for my external users (I have two setup). When i login as myself i can see "Vote" link.
