v3.1.0: How issue administrator and project administrator are different in term of roles/rights?

It seems like whatever PM can do, Issue Administrator can also do.  Can anyone tell me what PM can do but Issue Administrator cannot do according to the list or scheme role?

Only project managers can manage the project. They can create version, components, attributes etc...
