project administrator is not automatically added as assignable to issues?

I assign a user with Administer Project scheme role, he can do everything to this project, but his name is not listed in the resources of the project (assignable to issues).  Is this how it suppose work?

He should be able to if he is project admin. Please make sure that he is project admin for the scheme for the project in question.

Also, you can explicitly add the "Mark closing comment" permission to him.

Yah, first i didn't see that and now i found it.  Must click on edit issue, he can see the "close comment" option.  Thanks for answering me.  I try to make the template of the scheme so that we don't have to add a person for every single scheme role.  Like i want Project Administrator can do everything about his project, so, i tried just to give him one role (and hope to do it all) as Administer Project.

I changed the post couple times.  Now it is different question.  I'm sorry for the confusion.
