Re-assign an issue when adding a comment

When adding a comment you are able to change the status and resolution.
However we also want to re-assign the issue from the developer to the manager or visa versa.

To do so we now first have to add a comment and then edit the issue details to re-assign the issue.
This is extra handling and is often overlooked.

Q: Is there a way to re-assing the issue at the same time when adding a comment?

This is not in Quick Comment (pop-up window) but should be there in regular add comment.

Please verify.

But I can not find this option.
I made some screenshots to visualise my question, because I am not sure we mean the same with 'add comment'.
