Inactive user still receiving emails

I have a user that is set to be inactive.  He is also set to receive no notifications on the "Email Alerts" section.  He is still receiving an email for every issue action.

Is the user watching the issue(s)?

No.  I had to reset his permissions to check, but he was watching only 1 issue, and it was an old one that is already closed.

He is inactive, has no access to any modules, all of his alerts are shut off, and is not the owner of any of these issues.

Seems odd as we trap for this in the code.

Which version of the scheduler are you running?

The Email Alert Engine I am using is the MailPlugin, not the scheduler.

I will switch over to the scheduler if that will fix the issue .. and if it is not too difficult.
