It seems that only the Project administrator can view a issue's history.

Can this be made configurable in the security schemas?

P.s.
The documentation for what is included in the different security schemas is severely lacking, e.g. what is the difference between a Project administrator and an Issue administrator

Anybody who can view private issues can view issue history.

In 3.0 this is all more flexible and the documentation will change.

In version 3.0, will it be possible to see in the issue's history what exactly changed? In particular, will it be possible to see how an issue's description changed, what was added and what was deleted?
