Can lead person able to chose what email alerts other resources should get?

Hi,

Is there a way Project lead can set email alerts for individual resourcees when to get an email? Looks like it is individual resources responsibility to set it. Why can't project lead or system admin would able to do that?

No, he can not do so.

However, you can set issue watchers.

What does it do? Does it send email alerts? If yes when does it send?

It will send alerts to all watchers whenever the issue is updated.
