Keep filter splitter pinned?

Is there anyway to keep the filter splitter pinned? My users are complaining that they have to keep pinning it each time they go to the screen. I dont mind making it pinned by default by modifying the aspx file.

There should be a way to do this but the RAD control is misbehaving...

You can remove all the RAD tags from the issues.aspx page, this will make the filter visible all the time.
