How can I see as Admin in Gemini what kind of rights a user has? Is there something like "View as John Smith"

ANSWER

You need to edit the user and expand the user's permissions.
Go to the Administration -> Users page and search for the user, click on the edit icon and expand the permissions at the bottom of the page.
