Issue Status & Assign problem

I can't see the new Issue Status in any where, after I add a new one. Is it working?

2.
I see a Role named "Assign Resource" in Security Schemes, is that can work without "Issue Administrator" or "Edit Issue" Role? Because I wish some one with "Issue work" can assign issue to others.
ex:
After some one create a Issue, the leader(project administrator) assign it to a developer. After Fixed it, the developer should assign it to tester testing , closing it or assigning back for fixing again.
Is it possable?

2.
Yes, I wish to permit the users who are within the default Scheme of "issue work"
or users who have permission of "Assign resource" could assigned issue to another user below
the authority of "Edit Issue".
Is that possible?
