Allow all users to create issues

We are using Integrated authentication for our site.  I would like all users, anonymous and registered but not part of the specific project, to be able to create issues.  How can I do this?

We are evaluating the product for use in our organization.

You can do this by assigning a "create issue" security scheme with these users including the Anonymous user.
