Is there a way in which a User can be restricted in terms of being able to change status.

We have some users who are involved in testing and some who are not. The test users must have the ability to move the status on to the next level - namely Fixed awaiting promotion.

However, users who can raise and move say from assigned to in progress and fixed awaiting testing shoudl not be able to chnage the status any further.

Is this a development request or can I set it up somehow.
