3.1.1 - What Permission for viewing Unassigned Issues

I would like my users to see unassigned issues so that they are not creating duplicate entries in the system.  Can you tell me what permission specifically grants a user to View the Unassigned issues?

It seems like a user can only view issues that they add themselves or Assigned issues.  Not the unassigned.

You need to remove the "only view own issues" permission for these users in the scheme.

This permission only allows the users to view issues they have submitted or are assigned to.
