Setting project default security scheme and project custom attributes ONLY to their project for proj

This is still in line with my previous post...

We are using Gemini 2.0.2. 

Noticed that if a user has a role = Project Administration, they can set the project default security scheme for their project and define project custom attributes to their project as well as other projects.

Is there a way to always set the project default security to always be no Scheme and hence not have any one else even users with Project Administration Role be able to change it?

Is there a way to just have them define project custom attributes ONLY to their projects and not other projects?
