saving attached files: spaces are replaced with "+" in file name

We recently upgraded to vs 2.0.3. After upgrading, users have noticed that when they save an attachment, the spaces in the file name are being replaced with "+". Any idea what is causing this?

This was done as part of unicode file name support. It seems that someone has overlooked it.
