Restrict ability of user to delete items from planning board

usage

I have the user set so they can only delete their own items on the items/stories view but on the planning board they can still delete the item. I want them to be able to use the planning board but not delete an item someone has entered.

This is fixed for 5.1.2, which is out Monday.
