Giving client access to view all issues

How do I give client access to view all items without having to either assign them as a resource or watcher on the specific item.

I don't want them to get unnecessary emails unless they have actually been assigned the task - help please

Give them the view project permission and make sure they do not have the only "view own items" permission.
