project summary: scrollbars on the left = weird. why?

In a Gemini project summary page, scrollbars live on the left instead of the right side of the list of items. This is really confusing because in every other (non-RTL) UI I've ever used, the scrollbar lives on the right.

Also, when the page loads, the scrollbars take a few seconds to adjust to their final UI, meaning the page is really jerky when loading.

Is this a bug or intentional?

This is be design, but to be honest I cannot recall why! There must be a good reason... In Gemini 5 we have revamp this page and it should look better.
