Deleting a user does not work

After confirming deletion of a user there is no message, of success nor failure, and the user still exists in the database.

The user should be marked as inactive in that case, did you check if it is? It is probably because the user has reported items or is assigned to an item.

The user is marked as inactive before the delete operation. Must a user be de-assigned from all issues to which he is associated before he can be deleted? If yes, is there an easy or efficient manner or view from which to do so?

Yes, go to the all projects filter and select that user as the resource (you will have to re-activate the user).
