Every user with a login will need a license. So if your customers log in they will need a license.

Is there a way to define a user that does not need a license? In other words, can customer collaborate by going to a website and track issues?

No, every user in Gemini needs a license. However, you could use Converse for non-registered users. They can communicate via email and Converse will convert those to tickets / commetns.
