Created item via API but it doesnt show in issue list

I have created an issue/item via the API, and it creates fine. I can see it in the database, and I can view it when search for the issue number. However, It won't appear in the issue list. It is not closed, and have viewed ALL ITEMS.

I have amended the database record to match one that I can see (except title, details etc) but it still has not appeared. What else can I do to see why the issue is not appearing?

What is the visibility settings for the item?

The same as another issue which I can see.. :-/

Visibility = 3 Visibilitymember = 2

This is the same as another issue, which I can see in the list.

Try changing the visibility to 1 instead of 3

This did not have any effect.

here is a CSV dump of issues. The first does appear, the next two were created by API and do not appear. some HTML might be ignored by this site, but don't think that will detract from the purpose.
