Maximum Length of Custom Field is not enforced on edit screens

We have defined a textbox custom field with a maximum length of 512, number of columns of 76, and number of rows of 3. When we change the value of the field on the view screen, it does seem to enforce the maximum length of 512. However, it doesn't on the edit screen. Are we missing something or is this a bug?
