Can't change Percent Complete on left side (inline) of the view screen

We have found that we can't change Percent Complete on the left side (inline) of the view screen without the Log Time permission, but we can on the edit screen. The Estimated Effort field permission on both screen definitions is set to Everyone. Is there a way to resolve this?
