Help Desk Group w/ multiple possible projects

My help desk user group (external customers) has two possible projects to select - their regular hotline and a sort of test playground. We also have several other projects, where the "view project" right is not granted to this group (named "customers", previous name "everyone (auth.)"

When a user in the customer role clicks on "new item" in the second row of the screen (on the very right) - it works.

Klick on the "new item" popup in the top left corner - it works. Klick on the "new item" link before the popup pops up - you get a server error "view project" right is missing.

Is this a misconfiguration of mine? Or a bug? Using 4.1
