Watchers can't see other watchers

Hi. we have a prolem with watchers who are assigned to issues who can't see all the watchers of an issue. I know this is a privileges issue. Where in Administration can this be changed?

It is under the permission for the project. The permission to give is "View Item Watchers and Voters"
