3.7.0 ScheduleService Doesn't Send E-Mails

I have the latest 3.7.0 version installed but I seem to have a problem with the Schedule Service.

When I "Test" the SMTP setting I get an E-Mail perfectly fine.

Problem is, when new issues are created, modified, etc...no E-Mails are being sent.

I checked the Event Log, no errors are being reported...

Help...The E-Mail sending is a big thing for us...

The old (3.6.x) scheduler will not work with 3.7 BETA. You should use the mail plugin until 3.7 is released.

I switched to the MailPlugin and made a comment change on a ticket...still not getting E-Mails.  No error in the Event Log.

Is there something else I need to change for this to take effect?

Yes, restart the web app (save the web.config file).
