Multiple copies of issue emails being sent

I've noticed that anytime an email notification for an issue is sent, whether it's for creation, comment, or anything else, anyone who is set to get notifications gets at least 3 copies of the same email, generally over the course of 15 minutes or so. I've tried messing with the notifications settings a bit and haven't seen any noticeable difference.

Currently I have the following settings under Adminstration -> Notifications:
Email Issue Creator: Yes
Email Issue Resource: Yes
Email Alerts Enabled: Yes
Email Alert Engine: SchedulerService

and have alerts enabled for Created, Deleted, Comment, Closed, Resolved, Resolution, and Watcher.

In my personal settings for the project we're using the most right now, I have the following email alerts selected: Created, Comment, and Closed.

We're running v3.7.2 build 2784 of the web application and scheduler.

Any advice would be appreciated!

Do the duplicate emails stop after 15 minutes?
What is the interval setting (Administration -> SMTP)?

Can you please check for errors from the scheduler in windows event viewer (application log)?
Also, check how many schedueler processes are in task manager.

Yes, the total span from the first email to the last is pretty consistently about 15 minutes. The interval is set to 5 minutes.

There are no errors in the event log. The most recent events are from the service restarting after a server reboot.

I see 3 processes for the scheduler. I assume there should only be 1?

ANSWER

Yes, there should be a maximum of 2 processes. If you have more than that it is not good as they might process the same alerts (which is probably what is happening to you).

Suggest you stop the service, kill all scheduler processes and check the gemini_issuealerts table is empty or just have a few records. Start the service.
