The issue tab control is good and bad. I like it because it is more compact, but I dislike it because it gives no clues about the content of each tab.

A simple thing like colourising the tab or label font (user customisable) or having a number in brackets - or both would indicate the presence and magnitude of content behind each tab.  At present the issue reviewer has to actively go to each tab to determine its content which is tedious.

A group menu with this information and repositioning of the edit / information panel into the main tab area as first panel might be a better use of the right hand panel (which should be on left).
