I assigned a user the right to Resolve and Assign Resource but when I log in as the user i can not resolve issues or assign resources. If I assign the Manage Issue rights I can do the above. Can you provide a reason why i cant do this?

did you give the user the edit issue permission?

yes the user has "Edit Issue" permissions

Does the user see these fields when editing? If so, are they disabled?

yes the fields are visible but they are disabled.
