In our projects we have issues, which are done for free as a future development and improvement of the system. I want to make a restriction that creation of such issues (dedicated issue type) is restricted only to the users from our company (project group).

I tried to set it by restricting "Type" field visibility in a Field Visibility Scheme for this issue type for Create Issue mode, but it still appears in the drop-down. However, when I choose it in a drop-down, then the whole Type drop-down disappears but this does not help.
