I did not found in the documentation, which functionaltiy do these fields provide. A link from the project lead name is following to nowhere... Component lead is only visible inside component administration.

By the experimental way I found that it seems, that Project Lead can edit issues even if he does not have to appropriate permission in security scheme. Is this true? And what else could do PL and CL?
