[3.6.5] Security Schemes - Close Issues, Resolve Issues

I would like to restrict a developer group to be able to resolve issues (not close), and a user group to close issues (not resolve). Whichever group has "Update Issue Progress" can resolve and close, and the group that cannot "Update Issue Progress" can do neither.

What should my settings be?

What you can do is use the field visibility scheme and hide the resolution field for these users (in edit mode).
