Unable to add sub-issues

As a Team Lead I have created an issue (task) in Gemini (ver 3.5.4) and assigned it to a developer in our team. The tester in our team needs to have the ability to add the issues (bugs) that she has identifed as sub issues to the original issue.She does not get the option to do it while I can do so. However, she does see the sub issues option on those issues that she created herself.

It seems that only the creators of an issue can add sub-issues. Is there a way/option to allow others to add sub-issues?

It is probably becuase the user has the "edit own issues" permission and not the "edit issues" permission.
