Default visibility for comments

Not sure if this is possible, but I have a need to default the comments to something other than Everyone. If it is possible, how do I set this up?

The reasoning for this, is so that we don't let external customers see all the comments by mistake.

Any help would be appreciated.

Worked out how to do this globally, but I need the ability to insert a new comment as a) an external client and b) an internal user. Ideally, I would like this to be automatic e.g. when an external customer logs in and comments on an issue it defaults to external customer visibility and vice versa. Is this possible?
