Complimentary license is now just for 3 users instead of the previous 5?

We've been running Gemini for about a year and a half now.
We have three developers and one person on customer support. (ie 4 users)

I have just noticed that the complimentary 5 user license is now just for 3 users.
What does this mean for those of us with 4/5 users when the time comes to renew our license?

Your license never expire, but you'll not be able to upgrade to a later version.
