Cannot add Hyperlink to Projekt Attributes in Gemini 4.0

In Release 4.0 i cant add Hyperlinks to Projekt Attributes like:
<a href="http://servername/gemini/project/VersionInfo.aspx?ID=12" target="_blank">Release Notes</a>

After pressing the Save Button following Error occurs:
A potentially dangerous Request.Form value was detected from the client (ctl00$Main$rtcValue$tinyMCEControl="

Same error comes with other HTML Tags like bold or brake.

Yes.
Only thing i have changed is the database connection string.
