Sub-issue cannot be parent - Rationale?

Just curious here, but why restrict sub-issues from being parent issues? It seems like it would be convenient (from a user's point of view) to be able to create arbitrarily deep issue hierarchies...

Because sub issues can block an issue from being closed, we have decided to limit it to 1 level.
However, we are looking to change that in 4.0.
