By setting a user to inactive, how does this affect issues where the user has added comments or been assigned issues in the past

No affect. The user will not receive any alerts if the issue do change.

Thats great, so this means that users that were previously set up and have subsequently left the company can be set to Inactive. I understand also that users can be deleted in the 3.7 version but only if they have had no imprint on Gemini

Correct. If they do they will be made inactive.
