Somehow I've setup a project where every issue created is a private issue with the padlock symbol (not my intention). I can find little reference in the documentation or anywhere else to private issues, so am having difficulty understanding what configuration changes may have made this happen.

After going round in circles a few times I thought I'd ask here to explain their use and how they're created, or in my case how I prevent them from being automatically created!
