Non-project, Ad-hoc Billable Time

Hello-

I'm wondering how to handle non-project, ad-hoc billable hours across multiple clients. Sometimes I need to log an hour here and there but it could be for any of a number of clients.

One project per client or one project with one issue per client? How have others dealt with this?

Or should I just plan on continuing to use my current 'Time Tracker .net Startup Kit' and merging billable hours from 2 systems (Gemini being the other).

One project per client will do the trick. No need to use different time tracker for that.
