401 error on custom field insertion?

I've got three instances of Gemini running on my various servers.  Two of them will refuse any attempt to submit custom issues, throwing a 401 error.  The third works without a problem, implying that there's a configuration setting wrong somewhere, but I could use some help tracking it down.  Where should I begin searching?

Two of these instances should be identical, and all were upgraded from 3.5.x recently.

Which version of IIS are you running?
You might need to set the ASHX file handler to accept all verbs in IIS for the Gemini site.

Also, are you running using windows authentication?

I'm running IIS 7.

The .ashx handlers should be accepting all verbs on all instances.  I checked that yesterday.

Yes, I'm using Windows Authentication.  No matter what method of authentication I attempt (WinAuth, API key, password), however, everything fails.

Please try and give "EVERYONE" full permissions on the api directory (windows file explorer).
