Problem with comment visibility

We have encountered a problem with our setup and I would like to hear your feedback on that:

We have setup projects in gemini for our customers. They are allowed to administer project and administer issue.
However we would like to add private comments to some issues that should only be accessible for a different global group.

Is this possible or does the administer issue always 'win' against comment visibility settings ?

This is not possible as issue admin always "wins".
