Growing issue watch list

Hi,

When a users gets an issue assigned he is automatically added to the issue watch list.
The watchlist is growing automatically with all the users who have been assigned to the issue in the past and receive mail about this issue. To stop recieving alerts they have to manually stop watching the issues.

We only want to send an issue alert mail to the assignee when the issues is changed. When he is no longer assigned to the issue he should be removed from the issue watchlist. What settings do whe have to change to accomplish this behaviour?

Global -> Notifications
E-mail issue creator: No
E-mail issue resource: Yes
E-mail notifications: Yes
SchedulerService

Project e-mailnotifications:
No checkbox checked.

User:
Recieve e-mailnotifications: Yes
E-mail my changes: No
